Tell her this is a one-time discount and that in the future you will not discount or pay for a hotel room without prior discussion and agreement.

This way, she cant randomly decide she does. She has to pay rent if she goes away for a week.

I wouldn't have gotten a hotel room because of no hot water for 2 days, but a lot of people expect to have everything functional if they are paying rent.
