New Boss “Changes the Rules” and Denies Every PTO Request, Then Lets the Entire Team’s Vacation Days Expire

Paid time off can feel like part of an employee’s compensation, but having vacation days on paper does not mean much if management refuses to let anyone use them.

When a new boss suddenly changes a long-standing policy, employees may start wondering whether those benefits were ever real at all.

One Ohio worker is dealing with exactly that after a management change at their company.

A vacation approved by the previous manager will still be honored, but the new boss has openly said the “rules” have changed and is now denying every new PTO request from the team.

Employees receive ten days each year, yet unused days expire without being paid out.

The confusing part is that the employee handbook still describes the old system for covering approved vacations.

'Boss is denying PTO of every employee in the company. Directly goes against the handbook and our PTO is expiring; what can we do?'

So I booked a vacation last year. This was approved by my manager, who

eventually left. The position was filled by my current boss.. Before anyone asks, yes, I'm looking for a new job.

While my boss is allowing me to take off this vacation because it was

approved by a different person, they have - by their own words - "changed

the rules". It used to be that we would book our vacation, it was approved,

and whoever was scheduled to work our shift before and after our blocks

were mandated to cover. Sucked when you had to do it, but it was nice

when you wanted PTO. This is how the employee handbook and company

policy states we handle PTO. Company grants us ten days of PTO per year.

Since getting here, our boss is denying every single PTO request and is

letting PTO expire for the entire team. We do not get paid for this PTO otherwise.

Is there anything I can do about this? Our company doesn't have an HR

department nor do we have a union rep, which doesn't make this any

easier. I'm wondering if it's somehow against the law in Ohio, although I am

aware that's a long shot.. This post has been edited for privacy. Thank ya fellas.

Few workplace frustrations feel as demoralizing as being promised a benefit that exists everywhere except in practice.

The OP technically receives ten PTO days each year, yet the new boss appears to have created conditions under which employees cannot actually use them.

That distinction explains why this situation feels bigger than simply having a vacation request rejected.

Workers organize family time, rest, travel, and personal obligations around benefits they reasonably expect to be available.

The emotional problem is also about control.

Under the previous arrangement, employees understood the system: request leave, receive approval, and coverage would be handled according to established policy.

The new manager has introduced uncertainty by saying the “rules” changed while apparently denying every request and allowing accumulated time to expire.

When written expectations and managerial behavior contradict each other, employees can begin feeling powerless because following the stated procedure no longer produces a predictable outcome.

There is another perspective worth considering.

The boss may believe refusing PTO protects staffing levels and productivity, particularly if coverage is difficult.

Yet that approach can create the opposite result.

A workplace that prevents employees from recovering may retain more labor hours temporarily while gradually losing motivation, trust, and eventually experienced workers.

The OP already says they are searching for another job.

That is an important consequence of treating time off as something employees theoretically possess but practically cannot access.

Predictable opportunities to disengage from work can form part of a sustainable employment environment.

When management systematically blocks those opportunities, frustration is hardly surprising.

Legally, however, unfair and unlawful are not automatically the same thing.

With no HR department or union, documentation becomes especially valuable.

Before assuming there is an enforceable claim, the OP could have an Ohio employment attorney or appropriate state agency review the exact policy and circumstances.

Regardless of the legal outcome, looking elsewhere seems understandable.

A benefit employees are systematically prevented from using eventually stops feeling much like a benefit at all.

someone. You as a Group need to talk to that someone. Your answer about

manager from another company makes little sense- who hired your boss?

Maybe reach out to old boss and find out who to contact.

ourldyofnoassumption − You need to go over the bosses head. But this is

how. You don’t criticize his policy. You raise a risk with your colleagues that

there will be a situation at the end if the year when PTO expires that you will all get it at the same time.

Map it out on a calendar demonstrating that (situation A) and then map out

when everyone wants PTO to avoid that (situation B) and then go to your

boss as a group first and propose B. If he says no one is getting PTO ever

then go to his boss (he must have one) or the CEO and indicate what’s going on.

But in order to be effective you need about 25% of the people you work

with to agree to this. Is that feasible?

Toptenxx − I ran into a similar problem years ago. I (diplomatically) told my

boss that they could either pay out the time, add it to the next year or

grant the PTO before it expires but losing it would not be accepted. They

grudgingly chose to add it to the next year. I was willing to (again diplomatically) draw a line in the sand.

It comes with a risk . ... but it sure felt good.

This group advocated collective action, including coordinated PTO use, organizing, or a group sick-out to pressure management

Smokedealers84 − At this point just get everyone who got denied PTO and

ask him wtf is going on as a group. If he still doesn't budge everyone should

put their pto and use it even if they are denied just go on vacation. Ask him

what are those new rules exactly and how to use your pto from this point on.

These commenters recommended contacting the state labor department or another appropriate authority to determine whether the employer is violating any rules

swisher07 − PTO is part of your benefits package. If the boss is denying it

with no reason and letting time expire you may have a case for the labor

board. Is your PTO earned or do you get the 10 days all at once on your Anniversary date/beginning of the year?

If it is earned, meaning you get a few hours on each paycheck, and your

boss isn’t paying it out, that’s theft. You earned that time.

VeryFrank1 − I would try calling your state dept of labor. At the very least,

they should be able to point you in the right direction.

there might be something going on with your company that you may be

unaware of. Financial concerns come to mind. If they are having a financial crisis, they simply may not afford to pay for it.

This also brings into question as to why your company brought in another

manager(also common, when a company is looking to downsize or cut staff and concerns regarding financial trouble)

These commenters took a pessimistic view, suggesting the practical solution may be finding another employer

BananaJelloXlii − Ohio is very much a "f__k the employee and exploit them

however you can state". Leaving is your only option. ODJFS is a f__king joke, as is the Ohio Dept. Of Labor.

Gadshill − Apply for other jobs? Oh wait, you already did that.

Ten days of PTO does not mean much if employees are systematically prevented from using it and then lose it at the end of the year.

Even if the new boss has authority over scheduling, completely disregarding the written handbook and established policy raises legitimate concerns, especially when the entire team is affected.

Documenting denied requests and preserving copies of the policy could become important.
