Woman Catches Neighbor Pouring Water on Their Driveway in Freezing Weather After Years of Feuding

Neighbor disputes can start over something minor and gradually become exhausting battles where every driveway, fence, or parked car feels like another potential argument. I think the situation becomes considerably more serious when the latest behavior could leave somebody physically injured rather than merely irritated.

One homeowner described years of conflict with the woman next door, including repeated complaints to police, animal control, and city officials about everything from dogs to a home business. Many of those disputes eventually went nowhere, but the tension apparently continued.

Then, on a morning when temperatures were around 20 degrees, the OP’s security cameras captured the neighbor pouring buckets of water across a shared section of driveway.

With freezing conditions outside, the homeowner immediately worried about what could happen when someone stepped onto that surface. Scroll down to see what action the OP considered and why the situation ultimately resulted in a police report.

UPDATE: Made a police report, thanks for all your input and advice! To answer some questions that keep coming up

*She is not old, senile, or suffering from dementia. She is conniving and knows how to work the system.

For years, she knew exactly how to legally harass me with constant calls and complaints, and knew how to make her lies and exaggerations sound legit.

When one way stopped working, she was clever enough to figure out another way. That's not someone whose mind is not clear.

Maybe she has some mental illness, but she's sane. And whatever her problem is should not be mine to deal with.

*My business is not the problem, it is what she decided to target after animal control and the police didn't work.

There's no traffic flow, no more than if I had a few friends stop by during the day.

Everything about it is legit, and I have neighbors on the other side of me, across the street, and behind me, and not one other person has complained.

*She is black and so are we, so it's not that, BUT my husband's ex is white and his kids are mixed.

When we got into it she threw out the comment about "that's why your husband likes white women,

that's why he got white kids" which I thought was weird and creepy for her to comment on.

Why would she know or care who my husband's ex is? His mixed children are the same complexion or darker than my Black child

so she wouldn't know that just from seeing them.

I've always felt, and that comment confirmed it for me, that she's lonely, bitter, jealous, and taking it out on me.

I'm at a loss of what to do about this crazy woman. We are next door neighbors with side by side driveways.

We got along fine until my boyfriend, now husband, moved in.

Then for whatever reason, she began finding any reason to start some drama.

First it was our dogs. She began calling animal control because our dogs walked from our door to our backyard without a leash (on our own property.)

She put ring camera on her side door to watch us, so we put a fence along the concrete driveway to keep her from spying on us.

She complained to the city about the fence, then began arguing about property lines. She calls the police about anything.

Somebody stepped on her side of the driveway, somebody walked on her sidewalk, somebody parked in front of her house.

I run a business from home and she began harassing customers about where they parked.

She reported my business to the city and tried hard to get it shut down.

She would take a picture of a car that stopped briefly in front of MY part of the driveway to let a passenger out,

and make them think the car parked and would not move.

After somebody finally looked into it, they saw she was lying and I was told the police and the city would no longer respond to her complaints,

and after four dog-at-large cases (at large in my own yard)were dismissed, I think animal control is done with her as well.

So now I see her early one morning in 20 degree weather pouring 2 buckets of water over the shared part of the driveway.

If a car parked in my driveway and someone got out on the passenger side, they would slip and fall. I have cameras.

Is there action I can take, or do I have to wait for someone to hurt themselves?

Home is supposed to be the place where people can relax without wondering what the person next door might do next. Once a neighbor dispute becomes repetitive and personal, even small actions can start to feel threatening.

That emotional shift matters because the problem is no longer just annoyance. It becomes a question of safety, predictability, and whether someone feels secure on their own property.

In this situation, the OP was not reacting to one strange bucket of water. She described years of complaints, police calls, animal-control reports, disputes over property lines, attempts to interfere with her home business, and repeated monitoring.

Against that history, seeing water deliberately poured onto a shared driveway in 20-degree weather felt different. The concern was not simply that the pavement became wet. It was that the water could freeze and create a hazard for anyone walking or getting out of a vehicle.

A different perspective is that this kind of long-running conflict can make both sides interpret every new action through the history that came before it. That does not mean the OP is imagining the danger.

It means the safest approach is to separate what can be proven from assumptions about motive. The camera footage, weather conditions, timing, and location of the water are concrete. Whether the neighbor acted out of jealousy, bitterness, or another motive is much harder to establish.

Psychologically, repeated unwanted behavior can leave people in a constant state of alert. Psychologist Stephanie Sarkis explains that persistent boundary violations can contribute to hypervigilance, where a person begins continually scanning for the next problem because previous incidents have taught them to expect one.

Research and guidance around stalking similarly emphasize that patterns often matter more than isolated events, which is why maintaining records can be important when behavior becomes repetitive.

That helps explain why the OP’s decision to make a police report was reasonable. Reporting does not require proving the neighbor’s inner motive. It creates a record of what happened and allows authorities to determine whether the conduct crosses a legal threshold.

Documentation can also show whether seemingly separate incidents form a broader pattern over time. Justice Department guidance in related contexts specifically recognizes the value of logs and other documentation when repeated unwanted behavior is involved.

The best response now is probably the least dramatic one: preserve video, save dates and descriptions, avoid direct retaliation, and continue using formal channels when something creates a genuine safety concern.

The goal should not be to outmaneuver the neighbor. It should be to make the pattern visible enough that the OP no longer has to carry the entire burden of proving something is wrong.

Sometimes the strongest boundary is not another argument across the driveway. It is a clear record, calm distance, and refusing to let someone else’s hostility dictate the emotional atmosphere of your home.

This is now a criminal matter, and you should press charges.

If nothing else, she trespassed, not to mention set a booby trap on your property, which, as another comment pointed out, is super illegal.

She clearly does not want to have a positive relationship with you, and regardless of WHY she's doing these things, her behavior is escalating.

If you do nothing, she will only escalate further. Nip this in the bud before someone gets seriously injured.

I realize the restraining order is just a piece of paper but if she breaks it then she’ll be in trouble.

Maybe get one of those great big torches like they used to set backfires so that you’d be able to at least melt the ice
